कुनै पनि देशमा स्थानीय सरकार सबैभन्दा ठूलो सेवा प्रदायक संस्था हो । आफ्ना नागरिकको जीवनमा प्रत्यक्ष रूपमा असर गर्न विभिन्न सेवाहरू निष्पक्ष रुपमा प्रदान गर्नु मुख्य जिम्मेवारी बोकेर बसेका स्थानीय सरकारसँग अवसरका साथसाथै धेरै चुनौतीहरु पनि रहेका हुन्छन् । समाजका हरेक आर्थिक, सामाजिक, सांस्कृतिक, वातावरणीय, राजनीतिक, नैतिक आदि पक्षहरुलाई सन्तुलनमा राख्दै जनताको अपेक्षा अनुरूप सेवा प्रदान गर्ने जिम्मेवारी बोकेको स्थानीय सरकारलाई कार्य सम्पादन गर्न पक्कै पनि सहज छैन । यस अवस्थामा स्थानीय सरकारहरुले उपलब्ध स्रोत र प्रक्रियाहरुलाई प्रभावकारी रूपमा व्यवस्थापन गर्नका निम्ति एक प्रणालीको रूपमा मिलेर काम गर्नु आजको आवश्यकता रहेको छ । यही सन्दर्भमा International Organization for Standardization (ISO) द्वारा विकसित स्थानीय सरकारका निम्ति गुणस्तर व्यवस्थापन प्रणाली (ISO 18091:2019) को बारेमा तल चर्चा गरिएको छ ।

 

ISO एक स्वतन्त्र, गैर सरकारी अन्तर्राष्ट्रिय संस्था हो । यस संस्थामा हाल १६७ राष्ट्रिय स्तरका निकायहरूको सदस्यता रहेको छ । यस संस्थाले सदस्य राष्ट्रहरूको विशेषज्ञता र स्वैच्छिक सहमतिमा आधारित वैज्ञानिक, बजार सान्दर्भिक अन्तराष्ट्रिय मापदण्डहरु विकास गरी विश्वस्तरमा विद्यमान विभिन्न चुनौतीहरुको समाधान प्रदान गर्दछ । हालसम्म यस संस्थाले २४००० भन्दा बढी मापदण्डहरुको विकास गरिसकेको छ । नेपाल पनि सन् २०१४ देखि यस संस्थाको पूर्ण सदस्य रहेको छ । नेपाल गुणस्तर तथा नापतौल ब्यूरो (NBSM) नेपालको राष्ट्रिय मानक निकाय हो । पूर्ण सदस्यको हैसियतले नेपालले ISO का विभिन्न प्राविधिक र नीति बैठकहरूमा भाग लिएर र मतदान गरेर ISO मानक विकास गर्न सहयोग गर्नुका साथसाथै ISO का अन्तर्राष्ट्रिय मापदण्डहरुलाई बेच्न र आफ्नो देशमा अवलम्बन गर्ने अधिकार प्राप्त गरेको छ ।

Development works are complex in nature also the operating environment is usually difficult. These require a stronger and more developed management structure than for-profit businesses. With more increasing scrutiny of Government, regulating bodies, Communities, Donors on Ngo’s activities, NGOs need to develop a more effective, reliable operating system. Quality Management System will help NGOs to be more reliable, accountable, beneficiaries oriented and also help to identify the potential risk and helps to plan the necessary mitigation plan. More this process approach-based system will help in identifying all the process minutely and supports managing this process more effectively with regular self-assessment plan and continuous improvement. Some of the points how NGOs could be benefited from the Quality Management system are outlined below:

  • Structuring institutional memory: (Documentation of each process in the organization be instructive to people who join the organization, to those in other departments or branches of the organization as well as external partners (where appropriate). The institutional memory is complemented by the clear definition of the overall mission (as defined by the quality policy) and how this is to be achieved (the quality objectives) provides structure by defining who is involved in each procedure and which other procedures it might interact or interfere
  • Provides structure for the management of Each quality procedure details the departments and other quality procedures that are affected, thus change does not occur in isolation. Effective change management is of particular importance to development organizations given the complex interaction between actions and outcomes

IIQA is focused on low-cost technology innovation as an initiative to support local communities. In this regards, IIQA in collaboration with ICA Nepal launches web- based portal www.fundraisingforngos.com . This portal  is the grant directory aiming to bridge the information gaps between the donors and grant seekers. Besides providing the various international and national donors, the proposal calls it also helps in  building the capacity  of local NGOs, CBOs, Individual, Company through training, talk programs specific to development sectors.

IIQA with collaboration with Suvarna Consultant of India and MOODY Inspection and Assurance, Bangladesh conducted a  3  days  virtual Internal Auditing training on ISO 9001: 2015 from 27th to 29th November 2020. This training was structured for the participants from the co- operatives sector of Nepal. The main reason for focusing this sector was that ISO 9001 is a generic structure so, it’s applicable to all type of institution whether big, small, service sector of production sector. Every organization who wants to improve the quality Management System of organization can be part of this. Besides t

his the selected Institution were following ACESS manual which have some similarities with ISO 9001 standards and are both focused on overall development and management of the organisations. Both the documents  have  highlighted  the importance of implementing several indicators to maintain the quality of the organisation. Both the standards are compatible with each other.

However, they are not completely overlapping in term of the indicators of clauses, they rather complement each other. Thus, the training was organized to create awareness how could ISO and ACESS both can help or overlap each other for increasing the effectiveness of an organization.

 

Institute of Innovation and Quality Assurance, (IIQA) hand over an ISO 9001:2015 certification to RIMC and Best Himalaya. IIQA representative hand over this certification to these organizations on the behalf of MOODY Inspection and Assurance. These were handed after the conformance with the requirement of ISO 9001:2015 standard guideline. RIMC was certified on the scope ”Providing of Engineering and Management Consultancy and vocational/MicroEnterprises Training services”.

Best Himalaya a leading Handicraft Export Company of Nepal was also certified ISO 9001:2015 covering the scope of certification as wholesale and Retail  of Handicraft  products(Singing  BowlFelt Balls , Hemp Backpack Prayer flag, Rituals Items, Tingsha Cymbals, Clothing e.t.c)

IIQA conducted a webinar on Conducting Environment Assessment as per EPA 2076 and EPR 2076 of Nepal as an approach to make economic development project, environmentally sound and sustainable. The expert from the subjective area was invited as guest speaker for the session and this was attended by more than 100 participants who were professional, representative of Local Government, students, businessman, researcher and so on.

IIQA organized an internal audit training on ISO 9001:2015 from Jan. 22-24, 2021 to the representatives from organizations implementing and Certified ISO 9001. The main objective was to develop their competency for conduction of ISO 9001 Internal Audit as per the requirement of clause effectively and also be able to meet the compliance of the standards.
